Спроектированный специалистами института «Культтехника» автобус ККТ-3208 стал первой модификацией автоклуба модели «3917». Впервые его показали широкой публике на выставке Республиканского промышленного объединения «Роскульттехника», которая проходила на ВДНХ СССР осенью 1981 года. ККТ-3208 представлял собой всё тот же по конструкции автоклуб, однако с измененной планировкой салона: отсутствовал грузовой отсек и аварийная дверь. Однако, модернизированный автобус второго выпуска (1983 года) всё же получил запасный выход, как у автоклуба. Теперь он, окончательно оформившийся как автобус, всё больше походил на ПАЗ-3205.
